An agency that has been approved by HUD to provide housing counseling services is referred to as a HUD Approved Housing Counseling Agency. Community Action Agencies, on the other hand, are either private, non-profit or public organizations that were established by the federal government in 1964 to combat poverty in designated areas. An organization is classified as a Community Action Agency only after local or state government explicitly designates it as such. These agencies have a tripartite board structure that aims to encourage community participation in reducing or eliminating poverty. This participation includes elected public officials, private sector representatives, and especially low-income residents, who come together to assess local needs and tackle the underlying causes of poverty. The Housing Choice Voucher Program (HCVP) is managed by Community Action Agencies and is a federally funded initiative that assists very low-income families, the elderly, and the disabled in finding affordable and decent housing in the private market. Through this program, rental assistance is provided to these groups to ensure they have access to safe and hygienic housing. Additionally, the program also provides an opportunity for motivated participants to achieve homeownership and become self-sufficient. While the waiting list for the program may be closed at present, the agency will make a public announcement in the local newspaper that informs interested families about the opening of the waitlist.
