The prominent program is the mandatory inclusionary housing program, which mandates developers to allocate 15 percent of their overall units for low income households. This ordinance has been in effect since 1993 and has resulted in the creation of more than 2000 units of housing that cater to low, very low and extremely low income households. The City of Carlsbad believes in providing equal housing opportunities for all its residents.
