In July 1979, the non-profit corporation known as the Downtown Senior Center Corporation (referred to as "the Center") was founded with the primary focus of establishing and managing centers that would serve the charitable interests of low-income elderly individuals. Additionally, the Center sought to acquire properties to provide superior quality housing for these individuals, at affordable rates that would ensure their safety and well-being.
Public housing is a form of housing tenure in which the property is usually owned by a government authority, either central or local. The federal Housing and Urban Development (HUD) department addressed concerns of distressed properties and blighted superblocks with revitalization and funding projects for the renewal of public housing to decrease its density and allow for tenants with mixed income levels.
